Unable to apply a Patch Set for Instantis EnterpriseTrack.

For example: Unable to apply Patch Set 3 for release

The account history table should have values for major patch set and interim patch version fields

The issue can be reproduced at will with the following steps:
1. Go to Upgrade mode
2. Upload the patch file
3. Submit the upgrade and the error is displayed
