Loading of Rated Settlement Files are Getting Failed Because of PIN_REL Procedure Error (Doc ID 2064710.1)

Symptoms

Some of the Roaming Settlement rated files are getting an error while loading the file into the BRM database.
Though the file got an error, there are no rejected records in any of the *.blk.log files.
Also there is no *.blk.bad files generated.

Although pin_rel procedure has generated ORA error while loading the rated files, we found that the records in the rated files has got loaded into the BRM database.
