On : 12.1.3 version, Data Collections

ACTUAL BEHAVIOR
---------------
Users have noted that the tasks of releasing planned orders and rescheduling jobs, which have usually completed in seconds, now can take up to a minute on occasion to complete.

In some cases users are receiving the following error even after making DB parameter distributed_lock_timeout = 300 in both source and destination instances as per <Note 238834.1>

ORA-02049: timeout distributed transaction waiting for lock
ORA-06512: at "APPS.MRP_AP_REL_PLAN_PU".line 3144
ORA-06512: at "APPS.MSC_REL_PLAN_PUB".line 1034


EXPECTED BEHAVIOR
-----------------------
Releasing planned orders and rescheduling jobs should take the normal amount of time or a small increase.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In the Planning Workbench, release a planned order or reschedule a job
