ASCP/RP Forecast Consumption - ATO Model Dependent Demand Not Consumed As Expected (Doc ID 2065446.1)

Symptoms

On 11.5.10.2 Memory Based Planner in PROD

Users are running an unconstrained ASCP plan and performing ASCP Inline Forecast Consumption.  However for several component items, Dependent demand is very low for Week 3 and Week 4 in the plan output --After week 4, the forecast is as expected.  Users are using ATO Models which they configure to create sales orders.  They also create Forecast for the Based Model and it's the same from Week1 to Week 12.  Users are also using Demand Time Fence setups to control forecast

Example BOM - usages all 1 per in Org TST:M1

JMATOModel1 - Model end item - Fixed LT = 0.0065
- JMATOOpClass1 - Option Class - Phantom - no lead time
   - JMATOOpClass1a - Option Class - Phantom - no lead time
      - JMATOBuy1 - Buy Item - Pre Proc = 1, Proc = 15, Post Proc = 5 - Demand Time Fence Days = 5

Plan anchor/start date 03-SEP-2015 - Demand Time Fence Date of Component 10-SEP-2015

Forecast against the Model End Item - Note Backward/Forward Days are NULL
Qty = 50 due 07-SEP-2015
Qty = 100 due 14-SEP-2015
Qty = 200 due 21-SEP-2015
Qty = 300 due 28-SEP-2015

Sales Order Created against configured ATO item = JMATOModel1*1131862
Qty = 10 due 21-SEP-2015
Qty = 20 due 28-SEP-2015
Qty = 30 due 05-OCT-2015

On 14-SEP it shows Consumed Qty = 10 and it shows original qty = 10 but there's not such forecast setup and it shows 0 gross requirements???

On 21-SEP it consumed qty = 20 but called the original qty = 210 with remaining forecast = 190 so gross requirements here were Forecast = 190 and Dependent Demand = 10 for total Gross Requirements = 200 which doesn't make sense

On 28-SEP it consumed qty = 30 but called the original qty = 280 with remaining forecast = 280 so gross requirements here were Forecast = 280 and Dependent Demand = 20 for total Gross Requirements = 300

On 05-OCT it consumed qty = 30 again but there's no forecast here - gross requirements came from dependent demand total = 30

We expected the drop off of qty = 50 forecast because of the DTF.  That still left total forecast before consumption = 100 + 200 + 300 = 600 - Sales Order qty = 10, 20 and 30 = 60.  So we should've been left with

Dependent Demands = 60
Forecast Demands = 540
Total = 600

What we got
Dependent Demands = 60
Forecast Demands = 470
Total = 530 - we lost qty = 70 for demand

Expectation
=========
Expect Forecast demands and consumption to match expectations for all weeks in the plan horizon
