IMAP Header Search Does Not Recognize Scandinavian Alphabet (Umlat) Characters (Diacritical Insensitive)

When searching for words with Ä (e.g. äppendix), the IMAP SEARCH returns results that do not have the letter in them (e.g. Apex). When searching for words with Ö (e.g. clöud), the search also returns results that do not contain the letter in them (e.g. copy).
The search should recognize that in Finnish A, Å, and Ä, O and Ö are all different letters and does not return results that do not contain the specified letters.
ISS search works as expected. Searching on 'body' of the message and returns only the appropriate results.
Messaging Server IMAP SEARCH on the 'header' returns the incorrect results.
