DST Repeating Incorrect Intervals (Doc ID 2065480.1)

For fall DST, when MDM receives reads the system is repeating the 1:00AM & 1:30AM interval. It was expected that the 1:30AM & 2:00AM intervals would be repeated. This is an issue because when either MDM sums the intervals because the 1am interval is repeated twice or when the CIS billing system sums the intervals for hourly pricing.
