The 'Link Actual to Date and Actual This Period Units and Costs' setting under Enterprise, Projects, Calculations tab is not working when the user updates Actual Units
via changing Duration % Complete and there is no resource assigned to the activity.

1. Create a new project
2. Go to Enterprise, Projects, Calculations tab and set the project to 'Link Actual to Date and Actual This Period Units and Costs' and 'Recalculate actual units and
cost when duration % complete changes' and 'Link Budget and At Completion for not started activities'
3. Add an activity to the project with Duration Type 'Fixed Duration & Units'
4. Display column for Actual Labor Units and Actual This Period Labor Units
5. For the activity, go to the Status tab, and enter 7 Budgeted Labor Units
6. On the Status tab, start the activity (check the Started box)
7. Change the Duration % Complete to 50%. Actual Labor Units goes to 4, but Actual This Period Labor Units does not get updated(it stays 0).

Enter the Actual Labor Units manually (by typing 4 into the Actual Labor
Units field), this will update the Actual This Period Labor Units correctly.
