Report Generation Failing For Some Cases During Worklist > Bulk E2B Transmit

A regulator has requested all archived/locked cases from the last 3 years be sent via E2B.
After completing this task, there are several dozen cases that failed with status = Report Generation Failed.
These show up in the Worklist > Bulk E2B Transmit where the TRANSMIT stage is showing as failed with RED DOT icon.
The failing cases show status detail messages like:
Case xxxxxx is missing mandatory information. The following element is MANDATORY element and must contain REACTIONOUTCOME.
Question is how to avoid these errors and generate the E2B files without having to correct these cases?
Steps used to schedule batch report
1. use Case Actions > Open
2. Create a filter to capture all the locked cases that meet the criteria and check each
3. press [Batch] button and specify the following parameters:
Reporting Destination = Batch_Transmit
Report form = E2B
license type = -any-
message type = ichicsr()
format = final
destination = transmit
run at = *current date/time*
4. Navigate to: Worklist> Bulk E2B Transmit
and use filter to search for recent E2B transmits
