DeleteUserLicenses WebService Unexpected Behaviour

Delete UserLicense Web Service behaves unexpectedly when a request is sent to delete UserLicense for an user with the Object id it always returns true eventhough the licenese is deleted or undeleted. It will also return true if an invalid object id is used.

For example: Call WebService method UserLicensePortBinding >> Get to DeleteUserLicense

Set the object id 9999 does not exist in the database;

<v1: DeleteUserLicense>
       <v1: ObjectId>9999</v1:ObjectId>
</v1: DeleteUserLicense>

And the return true  messages as such:

        <Return>  true  </Return>
