HDR: ED Reference is not Stored in the Database when a File Name is Provided (Doc ID 2068194.1)

Using a simple HDR Client to store both a valid and an invalid URL as the address of a TEL which is a reference to the ED.
When the CCD is being persisted, line containing the file name is not being persisted.
If the filename xxxx.pdf is replaced with a valid URL such as then it is persisted, noticed in the column ref_tel_address_txt of ctb_core_eds.
HDR can store a valid or an invalid URL as the address field on TEL which is a reference to the ED.
No error is being returned in response to ITI-41 and  the data is not persisted in HDR database. Invalid URL is not being persisted as the address field of TEL, but when  sending a valid URL it is stored in the database.

Sending CCD is getting success response, but data in the CCD is not persisted successfully by HDR.
