Bottleneck Due To atg.taglib.dspjsp.Utils:createLocalizationContext Loading Classes For Each JSP Request (Doc ID 2069924.1)

Goal

Under load you may see that calls to JSPs are are noticably slow. In this specific case, the longer page latency is caused by product code that invokes the classloader for every page request. Profiler output reveals that the problematic stacktrace is as follows:

HTTPServlet:service:717 (method time = 0 ms, total time = 1145 ms)
  JSPBaseervlet:service:70 (method time = 0 ms, total time = 1145 ms)
   Servlet - PageSlot.jsp:_jspService:164 (method time = 0 ms, total time = 1145 ms)
    Servlet - PageSlot.jsp:_jspx_meth_c_005fchoose_005f0:372 (method time = 0 ms, total time = 1145 ms)
     Servlet - PageSlot.jsp:_jspx_meth_c_005fwhen_005f0:402 (method time = 0 ms, total time = 1145 ms)
      Servlet - PageSlot.jsp:_jspx_meth_dsp_005flayerBundle_005f0:430 (method time = 0 ms, total time = 1145 ms)
       atg.taglib.dspjsp.SetLayeredBundleTag:doEndTag:216 (method time = 0 ms, total time = 1145 ms)
        atg.taglib.dspjsp.Utils:createLocalizationContext:632 (method time = 1145 ms, total time = 1145 ms)
