RPM Does Not Throw an Error When User Creates a Fixed-Price Promotion for the Same Amount as the Regular Price (Doc ID 2071125.1)

Goal

Retail Price Management (RPM) does not warn you when you attempt to create a fixed-price promotion for the same amount as the regular price.  The result has the net effect of a 'no change' promotion.

Example:  
  An item priced at $2.78 can be put on a fixed price promotion for $2.78.

What Does Work:
  An error is thrown when the same effective operation is done by using 'amount off' of zero or 'percent off' of zero.
  Example: Item is regularly priced at $2.78, but cannot be marked down by 0%.
  Example: Item is regularly priced at $2.78, but cannot be marked down by $0.00.

Is this a problem that should be caught upon entry?
