Big Accounts Are Not Getting Billed (Doc ID 2071372.1)

Symptoms

On : 7.3.1.0.0 + Overlay Patch version, Core Billing

If an account has many service level balance groups and services, then it is not getting billed.

For example, one of the affected accounts has 294 balance groups, 293 services, 567 discounts and 1442 products. These accounts got billed on January 2015 and since then not got billed yet. The user has tried to bill these accounts in test environment, but it could not complete after 3 hours.
