Symptoms

Causal Forecast generation using an external baseline, for any promotion planned that has no promotional history, the system is calculating zero (0) units as approved forecast. The expected behavior is no causal lift should be calculated since there is no promotional history. However, since the external baseline is populated, the system should use as approved forecast the same value as the external baseline. This means that the expected behavior should be a "system calculated effect" of 1 (no lift) instead of the 0 to keep the external baseline as approved forecast.
