Upgrade of ISS Server Shows Version Mismatch

Symptoms
Output of issversion shows version mismatch after server was upgraded to ISS 1u5 patch 25, but the deployed wars are showing 1u5 p21

Changes
Upgrade of ISS servers from patch 21 to patch 25. Also, the passwords on these systems were “all” changed recently and maybe this one password on this (and one other) were forgotten. So then the ISS patch install failed because of this password mismatch.
