Error: 'Database read error: Please check C:\PRADDATA.TXT' and P6 Crashing At Start If The Machine Is Set To Spanish And A Layout With A Number UDF (User Defined Field) is Being Used. (Doc ID 2072529.1)

On : version, P6 Project Management SQLITE

When attempting to log into P6 after editing a number UDF field, P6 crashes with the following error:

Please check C:\PRADDATA.TXT

The issue can be reproduced at will with the following steps:
1. Go to Control Panel, Regions and Settings and change Language Format to Spanish(Spain).
2. Open a Project in P6 and go to the Activity view.
3. Add a UDF (number) column.
4. Update an Activity with data in that column.
5. Exit out of P6 and log back in.
6  Error message: Database read error: Please check C:\PRADDATA.TXT then P6 crashes.

The issue has the following business impact:
Due to this issue, users cannot log into P6.
