RPM Not Conflicting When Price Change Is Less Than Clearance

Running on Oracle Retail Price Mangement (RPM) 14.1.
When a style level clearance is created and effective, a style level price change can be created for less than the price of the clearance.
You expect this to fail conflict checking when the price change is less than the clearance.
The issue can be reproduced at will with the following steps:
1. Create a fixed price style level clearance using a zone not associated to the Primary Zone Group (PZG).
2. Make the clearance active.
3. Create a future date (vdate +1) fixed price price change for less than the clearance retail using the zone of the PZG with the same locations from step 1.
Note that the price change approves instead of conflicting - that regular retail must be greater than clearance retail.
