Reviewers cannot be Removed in Change Order (Doc ID 2072916.1)

Wrong approver should not have appeared when Change Order promoted to CCB.  Also, it should be possible to remove this incorrect approver.

1. In Java Client, go to Change order workflow.
2. Choose "CCB" status, double the criteria,set Approver to $originator.
3. Log into web client, promote change order to CCB status. There were 2 users(user a, user b) the fields of "Approver",however, only user a is actual originator, do not know why user b appeared.
4. Click "Remove Reviewers" button, try to remove user b, but it does not succeed.

The wrong approver should not have appeared and it should be possible to remove this wrong approver.
