All Batches Running With Status Fail and Not Generating Any Log Files in New or Cloned Installation (Doc ID 2073312.1)

Symptoms

On OFSAAI 7.3.4.0, after initial installation, it appears no batches ever run.

ACTUAL BEHAVIOR
All batches are being executed with failed status and not generating any logs to see the cause of the error.  When launching the batch from Batch Execution, pop up window saying batch is successfully launched does not appear.

This has never worked in this instance.  In addition, the DEFI screen appears to hang with hourglass.

The following error is also observed in the nohup.out directory:

java.io.FileNotFoundException: /u01/ofsaa/ficapp/common/FICServer/bin/<INFODOM>_DATABASE.XML (No such file or directory)

at java.io.FileInputStream.<init>(FileInputStream.java:120)
at java.io.FileInputStream.<init>(FileInputStream.java:79)
at sun.net.www.protocol.file.FileURLConnection.connect(FileURLConnection.java:70)
at sun.net.www.protocol.file.FileURLConnection.getInputStream(FileURLConnection.java:161)
at org.apache.xerces.impl.XMLEntityManager.setupCurrentEntity(Unknown Source)
at org.apache.xerces.impl.XMLVersionDetector.determineDocVersion(Unknown Source)

The <INFODOM>_DATABASE.XML file does exist however in the ftpshare/<INFODOM>/erwin/fipxml directory.

The issue can be reproduced at will with the following steps:
Attempt to launch any batch from Operations -> Batch Execution.
