Symptoms
On : 12.2.4 version, Memory Based Planner (with VCP Cum Patch 12.2.4.1 - 19549533 - MANDATORY PATCH applied to EBS Source and VCP Destination instances)
ACTUAL BEHAVIOR
---------------
Issue with Reschedule Out Messages
We are on a decentralized setup and are on 12.2.4 on both Source and Destination. The Reschedule Out messages don't seem to be correct as the need by date and Suggested date and time are the same.
Please advise how we can avoid this message so that our planners can be more productive

Should not get a Reschedule Out Message for the case described above
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the unconstrained plan
2. Check the exception messages
3. Note that there are multiple Reschedule Out messages that do not seem to be correct
