Business Process (BP) Record Does Not Render Toolbar at the Top of the Window

Information in this document applies to any platform.
Business Process (BP) record is not showing the top toolbar.
Because of this, users are unable to accept task or perform other actions on that record.
This issue is occurring only in Project > Custom BP > Drafts.
When new record is created and not sent, but saved, the case Number ( sequence ) like "IR-XYZ" is not created.
