Issues Decoding ASCII Files Encoded Using UTF16 (Doc ID 2074738.1)

On : 6.0 PS3 version, NM Core

* One is trying to process files that are encoded using UTF16 (UCs-2 little endian).
* Able to read these files using the Flexible Ascii CC, but they are parsed in a wrong format.
* It seems that the CC is reading the file as it encoded using UTF8 .
* If the encoding of the file is changed using Notepad++ to UTF8 , the file is parsed without issues by OCOMC

The file to be processed in UTF16.

The issue can be reproduced at will with the following steps:
1. Process file encoded in UTF16
