On acceptance: version, Usage (Policy)

After policies are lapsed, the memorandum transactions are created. The (negative) debit transactions for the refund of the premium are not being created.

The issue can be reproduced at will with the following steps:
1. ZRG2202F: Create a policy
2. Run the batches to create the financial transaction
3. ZRG2202F: Lapse the policy
4. Run the batches to create the financial transaction

The issue has the following business impact:
Due to this issue, users cannot go live with the new premium calculation.
