Workbench EAC Admin Console Is Missing After Resolving Issues with Endeca Content Repository (Doc ID 2075160.1)

Workbench experienced an issue where either the Endeca Content Repository (ECR) became corrupt due to running out of disk space or other issues that might corrupt a running repository, and had to be recreated.  After successfully recreating the ECR and loading content to it, the EAC console or Reports panels are no longer visible in Workbench.  The Workbench version is 3.1.1 but could happen on other versions.

Without access to the EAC Admin Console the business can not easily run Endeca EAC jobs (only the command-line utilities in the application's control/ directory can run the jobs, which business users do not have access to).  Also Workbench reports cannot be viewed by the business.
