ASCP Sourcing Historical Calculation: Different Effectivity Dates (Doc ID 2075164.1)

Goal

When running an unconstrained plan,
the Sourcing Historical Calculation may need to use different effectivity dates.

Clarified the current design of Sourcing Rules effectivity as per below:
ASCP cannot have different start dates for calculating sourcing history of individual items. It will use a common start date for all items based on the below profile:
It calculates the planned orders based on -
1) Sourcing rule allocation % for the suppliers in Rank 1.
2) Profile - MSC: Sourcing History Start Date Offset (in months)

Rather than depending on the profile option, would like to have options to calculate the sourcing history based on the below:
- different start dates for different items should be handled based on sourcing rules effective start dates
