Tax Not Applied to the Member of Charge Sharing Group (Doc ID 2075423.1)

Goal

This note is to clarify why tax does not apply to the charge sharing member.

Scenario:
Configure a 100% discount charge sharing offer for a rental product
Create the charge sharing group with this discount and add the member to this group, and then purchase the rental product for this member.

The charge of the rental product is discounted to the member and applied to the owner of the sharing group.
eg :
$-100 applies to the member and $100 applies to the owner
The tax for the member account is $0, but charges to the owner is 25% of $100.

Expectation is
The tax amount of $25 should be applied to the member.

Actual behavior :
The tax amount does not apply to the member account but to the owner of the charge share group.
