Creating a new PSR order using the New From feature does NOT clear out the Bill Activation Date field.
The issue can be reproduced at will with the following steps:
1. Order Management
2. Service Requests
3. Query for some previously completed PSR orders
4. Right click on a PSR order and select the "New From..." menu option
5. Note the Bill Activation Date field is not cleared out
