OCMC Does Not Recognize Terminate Received After Credit Breach From ECE (Doc ID 2076054.1)

Symptoms

In a customer scenario:

CCR-I is received and successfully processed by OCMC with default rating group;
CCR-U is received and ECE revert with Credit Limit Breach;
CCR-T is received OCMC respond back to network with “Diameter Unknown Session ID” with the error code 4012 credit limit breach received from ECE and OCMC communicate same to network after the session gets closed at OCMC;
When terminate is received OCMC does not recognize it.

If during Update, Credit Limit Breach or any other error is sent to Network and for any subsequent Terminate, OCMC should respond and close the session, and cannot leave it in dangling state "unknown session id".
