RETL Batch Job Rmsl_forecast.ksh Fails With ORA-01034: ORACLE Not Available

In Oracle Retail Extract, Transform, and Load (RETL) Release 13.2.X
Script rmsl_rpas_forecast.ksh fails to execute when the password has a special character "#" included.
Steps To Recreate:
- Include special character "#" in the batch user password.
- Save the password in RMS DB Wallet and RETL Wallet.
- Execute rmsl_rpas_forecast.ksh weekly
- Notice the below error:
