Error 'ORA-04042: procedure, function, package, or package body does not exist' When Upgrading a Database via the 'dbsetup' Utility (Doc ID 2077890.1)

Symptoms

When attempting to upgrade an Oracle database to P6 EPPM R15.1, the following error occurs.

Error in Run SQL Script orpm_grant_privileges.sql: DatabaseToolException (ORA-04042: procedure, function, package, or package body does not exist)

 

The issue can be reproduced at will with the following steps on an Oracle database:

  1. Launch the dbsetup tool (dbsetup.bat / dbsetup.sh).
  2. Provide the connection information for the Oracle database and click Next.
  3. The reported error occurs.
