Symptoms

When attempting to create a new SQL Server database using dbsetup.bat, the following error occurs while attempting to establish a connection to a database server:


ERROR
-----------------------
SQLServerException: the TCP/IP connection to the host <hostname>, port 1433 has failed. Error: "Permission denied: connect.  Verify the connection properties, check that an instance of SQL Server is running on the host and accepting TCP/IP connections at the port, and that no firewall is blocking TCP connections to the port."


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run dbsetup.bat for a new SQL Server database
2. Enter SQL server credentials, press next
3. See error

The issue has the following business impact:
Due to this issue, users cannot set up the database.
