Goal

**Disclaimer:** This KM article may include the following abbreviations:

CCB - Oracle Utilities Customer Care and Billing
OUAF/FW - Oracle Utilities Framework
CM - Customer Modification
URL - Uniform Resource Locator

The CCB 2.5.0.0.0 Server Administration Guide does not reference any more the URL service:jmx:rmi:///jndi/rmi://localhost:<port>/oracle/ouaf/iwsConnector as CCB 2.4.0.2.0 used to do.

Instead, the $SPLEBASE/templates/spl.properties.iws.template file still holds the line

spl.runtime.management.connector.url.default=service:jmx:rmi:///jndi/rmi://@BSN_WLHOST@:@BSN_JMX_RMI_PORT_PERFORMANCE@/oracle/ouaf/iwsConnector

that produces the runtime error:

- 2015-07-06 15:54:14,013 [[STANDBY] ExecuteThread: '4' for queue: 'weblogic.kernel.Default (self-tuning)']
ERROR (ws.startup.Listener) Couldn't start JMX Connector using URL: service:jmx:rmi:///jndi/rmi://localhost:<port>/oracle/ouaf/iwsConnector...
java.io.IOException: Cannot bind to URL [rmi://localhost:<port>/oracle/ouaf/iwsConnector]: javax.naming.ServiceUnavailableException [Root exception is java.rmi.ConnectException: Connection refused to host: localhost; nested exception is:
  java.net.ConnectException: Connection refused]
