Purchase Charge not applied for Deal when Start and End Date have 1 Hour Gap and pin_cycle -cancel run first (Doc ID 2079874.1)

On : version, Subscription Management

When a deal configured with purchase event is purchased with start and end date have 1 hour gap, and pin_cycle_fees with cancel option is run before the purchase option after end date is passed, then the one time charge is never applied.

Here is the use case:

1. 1st Aug 2014 - Create an account with 1st as billing date, i.e. Billing Day of Month (BDOM) = 1.
2. Purchase a deal having purchase event (one time) and set starting date on 10th Aug 2014 00:00
3. Move the pvt to 9th Aug 2014 00:00 and run below commands on specific timestamp:
     A. 00:00 pin_cycle_fees -cycle_fees
     B. 02:00 pin_cycle_fees -purchase
     C. In between, purchase product with start date set to current timestamp on 10th Aug 2014 and end date set with 1 hour difference.
         This happens via a script.
     D. 04:00 pin_cycle_fees -cancel
