Unable to Load a Firmed Planned Order (FPO) into a Plan with Legacy Collection (Doc ID 2079928.1)

Symptoms

In an R11.5.10.2 Instance (using Legacy Collection):
Unable to load a Firmed Planned Order (FPO) into an ASCP plan.

Using the Self Service application Collect Flat file data from ASCP, able to get the data into the MSC_SUPPLIES table. After launching the plan, the data is not getting into the Plan.

In the documentation, it says that the schedule_designator is not required. When running it without a designator, get the following error:

"The combination of SR_INSTANCE_CODE, COMPANY_NAME, ORGANIZATION_CODE, DESIGNATOR_TYPE AND DESIGNATOR does not refer to a valid record in the table MSC_ST_DESIGNATORS. Please submit complete MSC_ST_DESIGNATORS information before submitting data for MSC_ST_SUPPLIES."

Used the template "PlannedOrderSupply.dat" to load via Legacy collection.

Created a schedule designator and got the data to load into the the MSC_SUPPLIES table.
