Cache Invalidation Event Not Occurring For All Target Agents (Doc ID 2080230.1)

Symptoms

Cache invalidation events are not always happening during deployments for all of the agents configured in a Content Administration (CA) deployment topology. If a Content Administration project is created, a product is added to the project and a property of the product is modified, when the project is deployed to the deployment agents, most but not all agents receive a cache invalidation event. For those that do not receive the invalidation event, there is no message to inform the administrator that the datasources on the agent are out of sync. Consequently repository queries on the target instance may include stale data from cache instead of the recently deployed updates. 

Changes

Set /atg/epub/DeploymentServer.allowMissingNonEssentialAgents to allow non-essentials DeploymentAgents to be missing from the deployment if they are non-available.
