In the example below, the issue is occurring for TUGBU product CCB (Customer Care and Billing) V126.96.36.199.0. This version of CCB sits on FW (Framework V188.8.131.52.0). This issue can also occur for other TUGBU products that sit on the same versions of FW.
Installed CCB V184.108.40.206.0 <Patch 21039706> along with the following pre/correq.

After finished installing the patches, and ran initialSetup.sh, the environment was not able to come up.
