Letters set up to Send Via Email are not being Sent

Symptoms
On : 8.2.0 version, Core System
UW-Req-B letter is not going out when sent via email.
The TCSlog.log displays the following error:
TCS Error: Template "UW/REQ-BKR" can not be sent as e-mail message "" to "":
Template not printed: [UW/REQ-BKR]; Params:...; Reason: [No e-mail address in template setup]
Params:....
Info extracting error: State=28000 , code=18456
[Microsoft][ODBC SQL Server Driver][SQL Server]Login failed for user 'SA'.
The issue can be reproduced at will with the following steps:
When an activity with the UW/REQ-BKR letter is run and the letter is invoked and the correspondence method is 'email', the letter is not sent. If the correspondence method is mail, the letter is sent without any issue.
