Getting Errors In Incoming E2B - Access Is Denied (Doc ID 2081803.1)

Goal

Getting  errors in incoming E2b per the ESM machine like:

System Error has occurred in E2bReceive.Main Fn, Error#: 5,Desc.: Access is denied.
Error processing resource 'http://eudravigilance.ema.europa.eu/dtd/ichicsrack11xml.dtd'.
,Source: msxml6.dll


details:

file = ESM_ACKImport ... 20151012.txt

shows error like:

The process cannot access the file '\\XXXXXXXX.NET\ENTERPRISE\APPS\LSOPSPRD-B\LSPS1B1\E2B_SUBMISSION\AWARE\IN\010019277197155058_ENIP131XXXXXX_20151012215822.xml' because it is being used by another process. error source = Microsoft.VisualBasic


(Note: this is a shared remote network drive, rather than a local dedicated drive that houses the ESM data)
