MRSL Not Considering All Firm Planned Order Supplies From Rank 2 Sourcing Organization

On : 12.2.4 version, Constrained planning in SIT
Users are on 12.2.4 and have applied 18.104.22.168 VCP patch 19549533. They have applied one off patch 20889051 which provided 64 bit Linux MBP MSONWL64.ppc 120.15.12020000.34.1220401.13. They also have a beta exe for MBP from Bug 21882077 which is currently being tested from 09-OCT-2015. Users are running EDD Constrained Without Detailed Scheduling plan.
They see that Minimum Remaining Shelf Life (MRSL) does not always consider/use Firm Planned order supplies from Rank 2 Sourcing Organization. Please note, the problem is not occurring if there's on hand or true supply like wip job - only problem with firm planned orders. Example:
item 40883-04 - 360 calendar days MRSL is setup in all the orgs Org DE1 - Demand Org Org UEC - Supply Org - rank 2 rule Org JLC - Supply Org - rank 1 rule
After the ASCP plan run all planned orders are using JLC org - no problem so far since there are no supplies currently in Org UEC. Horizontal plan shows Org DE1 with Forecast often during plan horizon, and planned orders created in JLC as well to supply same completely as there's no demand/supply currently in UEC
Now in Org UEC create 4 manual firm planned orders Qty = 2000 due 05-OCT-2015 - trans id = 24956261 Qty = 3000 due 09-OCT-2015 - trans id = 24956262 Qty = 1000 due 16-OCT-2015 - trans id = 24956263 Qty = 2000 due 23-OCT-2015 - trans id = 24956264
They have overwrite = None and this is EDD without detailed scheduling plan. The 4 planned orders which are firm above are created on the first 4 weeks of plan horizon. After plan run, it does create dependent demand in Org UEC to use the first two firm planned orders totaling 5000. However the other 2 firm planned orders are not used as supply in the plan at all and these 2 peg to excess and scrap as they have 10% shrinkage rate
EXPECTED BEHAVIOR ----------------------- Expected all firm planned orders for supply to be used to satisfy demand
STEPS ----------------------- The issue can be reproduced at will with the following steps: 1. Run EDD Constrained Without Detailed Scheduling Plan 2. Create Manual Firm Planned Orders 3. Rerun ASCP plan 4. Review Workbench output and only 2 of the 4 planned orders are used to satisfy demand
