ACTUAL BEHAVIOR

The users are unable to assign a virtual circuit to an equipment with cross-connects. This happens when the equipment where the assignment is being made is present at a level higher than the 'cross-connected To' equipment in the equipment hierarchy.

EXPECTED BEHAVIOR
-----------------------
The users should be able to assign a virtual circuit to an equipment with cross-connects.
