Importing Design Bundle Returns the Standard Unifier Error

When attempting to import a design bundle into the production environment the following error occurs:
The system could not process your request. Logging in again may help in some cases.
Contact your System Administrator if you are still having problems.
Java error displayed in Unifier.log file:
java.lang.Exception: UCM server is down
