Error when scheduling a recurring BI Publisher report from P6

In P6:

Errors have been encountered while running the report.

From P6 Web Access Logs:

Client received SOAP Fault from server: oracle.xdo.webservice.exception.OperationFailedException: PublicReportService::generateReportDefinition for reportAbsolutePath [/P6Reports/Administrative/Users.xdo] Failure: Due to oracle.xdo.servlet.CreateException: Data Model definition not found:/Users.xdm Please see the server log to find more detail regarding exact cause of the failure.

The issue can be reproduced at will with the following steps:
1. In P6 schedule a report to run daily, weekly, monthly and the error is received

The issue has the following business impact:
Due to this issue, users cannot schedule a report to run at any interval, only can be run manually
