Customer Contact Characteristics are not Available in Action Algorithm (Doc ID 2084734.1)

Symptoms

On : 2.4.0.1.0 version, customer contact characteristics are not available in the Action algorithm

The issue can be reproduced at will with the following steps:

1) Configure Action algorithm on Customer Contact Type which is reading characteristics on Customer Contact.
2) Create any other java component which is creating Customer contact using BO. Set contact characteristics while creating Customer contact.
3) Invoke the Java component (in 2) so that it will create customer contact with characteristics and Action algorithm.

Changes

 Upgraded to ORMB v2.4.0.1.
