Unable to Login at POP Proxy

Information in this document applies to any platform.
A user attempts to log in as 'jdoe' and fails.
The PopProxy Log shows:
Only this one user is affected.
The user is able to send email and also receive email via IMAP without any problem.
The user uses POP infrequently, so we are unsure if this ever worked.
Other users are able to access POP without any issues.
