Symptoms
On : Application Access Controls Governor (AACG) version 8.6.5.
AACG is used to report segregation of duties(SOD) in the business applications. The User Prevention functionality is not working as intended for most users, but some users are getting the following error when they try to activate the responsibility in the ERP.

Oracle Error -20001: ORA-20001 FND_CANT_UPDATE_USER_ROLE has been detected in FND_USER_RESP_GROUPS_API.UPDATE_ASSIGNMENT
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. In EBS query user and assign responsibility/or activate existing role
2. Click on Save > Action > Activate Responsibility.
3. Remove End Date from the Responsibility.
4. Click on Initiate Conflict Analysis.
5. Error above is seen

The issue has the following business impact:
Due to this issue, users cannot unlock responsibilities for some users in EBS.
