"AMI Confirm" Does Not Work and JMService logs *ERROR* AMRRequestQueue::loadFromDB (Doc ID 2086351.1)

Symptoms

Attempting to use the "AMI Confirm" option in Event Details results in the error "Failed to submit new AMI request".

This error appears in the JMService log:
