CAS Command Line Tool Operation cas-cmd ImportDimensionValueIdMappings Fails with an Error: Import file not found (Doc ID 2086728.1)

Executing the CAS command line tool task cas-cmd importDimensionValueIdMappings with a known good file is failing with the FATAL error below:

An application has been migrated to a new environment. This import is to update the application's dimension value id mappings with the mappings from a previous environment.

E.g., Dimension value ID mappings from "STAGE" environment are being moved to a newly created "PRODUCTION" application host environment.
