Historical Rates Not Displaying or Missing from Interest Rate Curve User Interface in ALM (Doc ID 2086735.1)

For Oracle Financial Services Asset Liability Management (ALM) 8.0.1 to 8.0.4, when you go to Rate Management > Interest Rates, rates are not displayed in the Historical Rates tab when selecting a Historical Date Rate of "All" or other date ranges.  Data exists in FSI_IRC_RATE_HIST but is it missing from the user interface.


select count(*) from fsi_irc_rate_hist where interest_rate_cd = 1;


As a result, you cannot review or edit rates in the user interface.
