Users Not Displaying in System Administration "Users" Tab

Symptoms


The SQL Server DBA, logged in as SA in SQL Server,  created a new user in SQL Server and gave the new user read/write permissions for the OIGA production database. When the System Admin (SA)  system administrator now opens SA, the new user does not appear in the Users tab.

Note: All other users were created before moving the system to a new server. This is the first new user since the migration.

All users should be listed in OIGA System Admin after being created in SQL Server for that database.

Due to this issue, new users cannot be created in the application and cannot work.
