Japanese Characters Are Not Displayed In Assembler SEO URL (Doc ID 2088205.1)

When using the endeca-seo-config-url.xml file to implement SEO in Assembler, the NavStateFormatter doesn't handle Japanese characters correctly. They get stripped from the context path of the url and replaced with dashes like in the following example:

The "-" (dashes) in the above example should be Japanese terms. English text appears fine. How can we get Japanese characters to display in the context path of the URL?
